When Al Capone finally landed himself in jail, it wasn't from murder or bootlegging charges - it was for tax evasion. Now, that's what Andrew Swain hopes to use against puppy mills to put an end to animal cruelty.

The chief of the Indiana State Attorney General's Revenue Division is encouraging his colleagues to help him in his initiative to nab puppy mills for tax evasion. According to Forbes, these mills generate large amounts of money annually for their illegal activity.

Swain wrote in Tax Analyst's State Tax Notes that like any other underground operation, puppy mills usually don't offer customer receipts and hardly pay state and local taxes. Under tax regulations alone, he believes that many can be shut down.

Through Swain's method, two mills were raided in Indiana last year, seizing 318 puppies in total. Forbes reports that the operators have pleaded guilty to various tax charges, including evasion.

Tax evasion is illegal in the United States and considered a federal crime. Those found guilty may face jail time and fines.ADNFCR-3424-ID-19936788-ADNFCR
